It was completely closed when I stopped there in September, 2009 after attending the Walnut Valley Festival.

I don't know what this is, but that's a beautiful building!
Hello from Oxford, KS. Yes The Old Mill is open on certain days (usually Saturday from 5-8 pm) for dinner. The Oxford High School Entreprenuership class provides the meals and services as a business project. They also will host private luncheons if you call 620-455-2410.
